The Inter-State council report shows that Indira Gandhi imposed the President's rule 50 times between 1996 and 1985.According to the Inter-State council report, 31 states saw the President's rule or Article 356 between January 1966 and October 1984. India Gandhi, the 6th Prime Minister of India, topped the list for invoking Article 356. In her 17 years of power, she imposed the rule 50 times. The President's rule, also known as Article 356 of the Constitution, temporarily suspends the elected state government. Instead, the Governor, appointed by the Central government, replaces the chief minister. Regardless of the elected party in power, the central government controls the state machinery. The President's rule can be invoked when the upper house and lower house of the Parliament approve Article 356. The law has a time limit of six months. Gandhi placed the Presidents rule 35 times between 1966 and 1977 and 15 times between 1980 and 1984. Morarji Desai from Janata Dal, the Prime Minister before Gandhi, invoked the rule 16 times.
