What's the claim?
A viral post on TikTok, uploaded on October 7, 2024, claims that Ukraine has surrendered to Russia. The post contains a picture of Ukrainian president Volodymyr Zelenskyy with a text overlay that reads, "Breaking news Ukraine surrenders to Russia. Saying that America disappointed them and they are losing too much." An archive link of the post, which offered no proof of the alleged surrender, can be found here.

However, the post is false. In fact, Zelenskyy recently unveiled a five-point plan for the war in the Ukrainian parliament, and the conflict is ongoing.
What we found
The Ukrainian government has not announced a surrender to Russia, and there are no credible reports about such a development in the war.
President Zelenskyy submitted a five-point "Victory Plan" to the Ukrainian parliament on October 16, 2024. This plan was also presented by Zelenskyy in a special meeting of the European Council (EC) in Brussels on October 17, 2024.
The key aspects of this plan include Ukraine joining the North Atlantic Treaty Organization (NATO), strengthening Ukraine's defense, a non-nuclear strategic deterrent package deployed on Ukrainian soil against Russia, protecting Ukraine's natural resources jointly by the U.S. and the U.K., and replacing U.S. troops stationed across Europe with Ukrainian soldiers in the post-war period. The plan does not mention surrender to Russia.
According to the latest updates from October 17, 2024, the conflict between Ukraine and Russia is still ongoing.
The verdict
This claim is false as Ukraine has not surrendered to Russia. The war is still ongoing and the latest plans put forward by Ukrainian president Volodymyr Zelenskyy do not mention surrender to Russia or giving up any territory in prospective peace talks.
