A clip from a rally in Atlanta, Georgia, has been altered to slow down Kamala Harris’ speech, making it appear as if she was slurring.
Context
An edited video has surfaced on social media, altered to distort Vice President Kamala Harris's speech in a clip cut from a campaign rally in Atlanta, Georgia, on September 20.
The edited clip stems from a segment of the rally where Harris was discussing access to abortion in cases where a mother's life is at risk, in which she lowered her voice, imitating former U.S. President Donald Trump and his running mate, JD Vance.
In the clip, Kamala says: "On the other side of my, you know, the other folks. Trump and his running mate. And they'll talk about, Oh yeah, but I, you know, I do believe in the exception to save a mother's life. Okay, alright. Let's break that down, shall we? Let's break that down. Let's break that down."
The altered clip was distorted to slow down her speech. One TikTok video with a caption saying that Harris was "hammered" during the address has garnered more than 1.8 million views.
Another caption on X says: "Kamala is hammered...plastered...DRUNK AS A SKUNK."

A livestream of Harris' September 20 address was uploaded via her official account on YouTube (archived here) and online by the non-profit cable network, C-SPAN.
The original video shows Harris speaking faster than in the doctored clip, as is visible at timestamp 16:50 to 17:09.
The unedited clip is around 30 seconds long, while the lengthed, slowed-down video is 19 seconds.
Doctored clips surfaced in 2019, reported by CNN, and in 2020, as reported by the Washington Post, of former Speaker of the House Nancy Pelosi, in which her speech was slowed down to make it appear as if she was slurring her words.
